Baseline Survey

A Baseline Study was done which included a desktop study and visits to 19 participating Tripartite member countries to identify the areas that impede the implementation of the agreements reached at the Tripartite level. The study further achieved to define a monitoring and evaluation framework, which will assist in the continuous monitoring and evaluation of the implementation levels of the agreements and standardised documentation in order to assist countries to effectively implement harmonised legislation and standards.  The knowledge gained during the baseline study and the framework developed are key contributors to achieving the results of this project.

Country Sensitisation Workshops

Workshops were conducted with a view of introducing Tripartite Models to officials from the various Tripartite member states. During the course of the project, member states will be able to request for Workshops on various Tripartite related content.

Receipt of TA’s

During the execution of the project, stakeholders may submit requests for technical assistance related to the TTTFP. Requests must be made on a designated template in accordance with the agreed procedures and are subject to endorsement by the Regional Economic Community (REC) where a stakeholder is based, as well as the Programme Coordinator (PC) and European Union Delegation (EUD) in Botswana.

Progress Towards Key Result Areas

The project has 4 key result areas:

  • Key Result 1 – Vehicle Load Management (VLM) Strategy Implemented in the continental area of the Tripartite;
  • Key Result 2 – Harmonised Vehicle Regulations and Standards Implemented;
  • Key Result 3 – Transport Registers and Information Platform and System (TRIPS) Implemented; and
  • Key Result 4 – Efficiency of Regional Transport Corridors Improved.

Key Result Area 1:
Vehicle Load Management (VLM) Strategy Implemented in the continental area of the Tripartite

With regards to the Key Result Area One (KR1): Vehicle Load Management (VLM) Strategy, the following is the current status updates of; work done, work in progress and future planned work.

Work Done

  • The following Specifications and Standards documents have been compiled:
    • Weigh Station Standard Design Specification
    • Weigh Station Module Functional Requirements Specification
    • Standard for Static Scale Calibration
    • Standard for Weigh-In-Motion Calibration

Work in Progress

  • Identifying optimal Weighbridge Locations throughout the region
  • Training and Implementation of Vehicle Load Management within the Tripartite
  • Benchmarking Weighbridge Management Systems within the Tripartite
  • Signing of Vehicle Load Management Agreement (VLMA) by countries

Future Planned Work

  • Reviewing the financial sanctions for overload violations


Key Result Area 2:
Harmonised Vehicle and Driver Regulations and Standards Implemented

With regards to Key Result Area Two (KR2): Preconditions for an Operational Tripartite Transport Registers and Information Platform and System (TRIPS), the following is the current status of; work done, work in progress and future planned work.

Work Done

  • Drafting of Agreements:
    • Multilateral Cross Border Road Transport Agreement (MCBRTA)
    • Vehicle Load Management Agreement (VLMA)
  • Drafting of Model laws and regulations:
    • Cross Border Road Transport Model Law;
    • Road Traffic and Transport Transgressions Model Law;
    • Vehicle Load Management Model Law; and
    • Transport of Dangerous Goods by Road Model Law.
  • Country Sensitisation Workshops provided an Introduction to TTTFP Agreements and Model Laws
  • Standard specification for an ISO/ IEC 18013 compliant Driving Licence and Professional Driving Permit document
  • Conversion of domestic driving categories to categories compliant with the MCBRTA categories for Mozambique, Ethiopia, Eswatini, Uganda and Zanzibar.
  • Design of ISO compliant Driving Licence and Professional Driving Permit (PrDP) card for Angola and Ethiopia

  • Signing of VLMA and MCBRTA by countries
  • Drafting of conversion provisions for Driving Licence Categories and design of compliant Driving Licence Cards and Professional Driving Permits (PrDP’s)
  • Motor Vehicle Roadworthiness and Vehicle Inspection Stations
    • Vehicle Inspection and Driving Testing Centre Specifications
    • Processes for privatisation of Motor Vehicle Inspection

Future Planned Work

  • Improving Motor Vehicle System compliancy with TTTFP baseline requirements within Tripartite member states
  • Document Institutional requirements for establishing Inspectorates within the Tripartite and Preparation of Quality Requirement Manual and Training of Inspectorate

Transport Registers and Information Platform and System (TRIPS) Implemented

With regards to the Key Result Area Three (KR3): Preconditions for an Operational Tripartite Transport Registers and Information Platform and System (TRIPS) Implemented, the following is the current status updates of; work done, work in progress and future planned work.

  • Functional and non-Functional Requirements for the cross cutting functionality and interfaces of the National Transport System

  • Study visits by representatives from Member States to experience the model computerised systems (Malawi) and weighbridges (South Africa) for knowledge sharing.
  • Development and implementation of TRIPS.
  • Implementation of compliant National Transport and Vehicle Load Management Systems and integration with TRIPS
